After running around for many days now, we've concluded that Moslanka might not be the most economical way to get our degree legalized but at least it is indeed the safest and hassle free option we've got. We are still searching around for better deals, but after going through the price list of few agencies, we noticed that the pricing, the duration and the services vary widely (getting the seal on original copy of degree/photostated copies, getting both MID and apostille/getting only MID or apostille, etc.)
Basically, these are the best deals that we've got right now.
1) Through agent Lingvoservice

1. Translation and notarization of diploma and table/mark sheet from Russian to English. 900ru.
2. MID. Ministerstvo Inostranix Del/Ministry of Foreign Affairs.
- Were given 2 choices. Both are done on notarized copy of your diploma.
- 2000ru in 10 working days
- 7000ru in 5 working days
3. Apostille
- On original copy, 5800ru, 1 month waiting period at least.
- On notarized copy, 3000ru, 5-6 working days.
2) Through Moslanka
2 options offered by Moslanka. The embassy is choosing option A for the JPA students.
Option A
Translation + MID

Option B
Translation + MID + Apostille (Price to be confirmed asap, but according to Moslanka should not be more than 4000-5000ru)
10 working days
quoted a total of 9000-10000ru
Both option A&B are done on the original and translated/notarized copies.

Apostille on notarized: price 4000-5000ru, in 5 working days not inclusive of translation and MID, so a total of 10 working days.
Apostille on original: price 4000-5000ru if you want the apostille to be done in 30days. If you want it in 5 days, you have to prepare 7000-8000ru. So a total of 10 working days.
Option A is enough for us to apply and practice medicine in Malaysia. However, if you wish to get into other international universities or to work in another country out of Russia, then you will need the apostille.
If we agree on option A, we'll be submitting our degree to Moslanka on the evening of 30th June 2009 or 1st July 2009 morning by 2pm. Our degree should be given back to us on the evening of 8th July 2009. Then we'll proceed to the embassy to get some other paperwork done, including a stamp on our degree, to verify that our degree is original.
So for option A, we'll be getting a total of 4 stamps (1 on the degree, 1 on the notarized and translated copy of the degree, 1 on the mark sheet, 1 on the notarized and translated mark sheet). If everything goes well, as planned, everything should be done by 9th of July 2009.
For option B, we're still working on the details about apostille. Moslanka will be updating us the price in few days time. We'll be checking out with the Health Ministry in Malaysia, MMC and some lawyer firms back in Malaysia about the validity and recognition.
I'll be calling a meeting for private and MARA students as soon as I have all the necessary details from Moslanka and other agencies in Konkovo and Yugo. Then you'll have to choose if you want to do it through us or yourself.
